In this case, an assistant director handed the gun to Baldwin. I would expect that no one should hand a gun to an actor but the armorer and that armorer should open the gun and show the actor whether it is empty or loaded every time they are handed a gun, not laid on a table for anyone to pick up (see article below). Every gun should also be immediately retrieved and locked up following filming by that armorer.
