I'm pretty sure they are comparing them with 2019/2020 MacBook Pros, which apparently have chips originally launched 2017.

Looks to me like they are comparing against 2020 MBPs (at least for 13 inch) which use 10nm Ice Lake so nothing to do with 2017 at all!!
