api call / month is not good, as it can be frightening. I don't know how many api calls I am going to use when I subscribe.

Therefore I think $/month or $/user/month makes more sense.

To choose between the two, I would say, are your costs growing when there are more users in the slack app? If so, then $/user/month makes more sense.
