That'll depend on where the methane is captured from.

A landfill, or reclaimed from cow shit? Sure.

An underground well, where it could've been left alone? Not necessarily.

It's more responsible not to use natural gas, including by reducing energy usage. It's also more responsible to respect the rules made democratically by your fellow citizens then to try to cheat them.
Which rules are they breaking? As far as I could tell the article said they were following all the rules for the kind of project they had…
