I'm not sure why you think the line is this clearcut, and in the wrong direction at that, but this gets murky really quickly. You don't get a say in how I'm using my computer. If you're exposing your HTTP server to the world and letting users access it using their web browsers, you don't get to tell me my choice of web browser (that is, HTTP agent) is not to your liking. |

You can do whatever you want with your computer.
But when you use your computer to access a remote service you need to comply with their terms of service.
