It is database state consensus acknowledgment, not blockchain promotion. If you deploy a development environment where certain functions can run, it doesn't matter if the underlying hardware is using 1% of global emissions, or a couple households worth. This post is acknowledging that the "nearly none at all solutions exist" and are good enough for some purposes, while also acknowledging that it is weird that a standards committee did not acknowledge them but reacted to the global emissions one. |
