Why is there no actual standard for junit XML?

While working on a CI pipeline for a nodejs monorepo containing various “junit xml” output files, I’m amazed that there isn’t actually a standard format for the report. Why is that?

If there was some standard there would be a committee behind it and the standard would be kept behind a paywall which would stop anyone from using it.
