I don't buy it.

It is always "a bug" or some other excuse. Then we find out later it wasn't a bug after all.

If you lie frequently enough you loose right for benefit of the doubt.

Well considering that this behavior only appears in specific situations, I'm inclined to believe the bug claim.

Facebook always says everything is a bug. A year later, it is standard operating procedure.
