Isn’t it kinda weird to simply charge more money to allow people to be more dangerous?

The idea is to disincentivize the dangerous thing without outright banning it, or imposing complicated regulations such as assessing whether a person has a legitimate need for the dangerous thing.

That’s literally how all well functioning insurance products work.

Yes indeed. We weren’t talking about car insurance, where prices are (at least somewhat) based on risks.
