"Appeal to authority" simply means that it's fallacious reasoning to assume a position because of who stated the position. To restate it, if a usually trustworthy person says some thing that doesn't _necessarily_ make that thing true. Bringing that back to the case in hand, if Cato make a statement on Economics that statement doesn't acquire it's truth from the status/authority of Cato. |
