Do college students not cook for themselves in the US?

Generally, no. There is usually a meal plan you purchase per-semester. Then on the weekends only a limited collection of dining halls are open, so most students either order in or go out to eat.
Dorms don't have kitchens, not even in the common areas, for fear of our kidults leaning more on the "kid" side and setting fire to their naughty bits or some such nonsense.

Liability concerns suck the fun out of even the most basic rites of passage to adulthood.

If they want the real taste of adult life, the kids have to go off-campus to apartments and such. That's where I perfected my famous "bachelor chow" (Instant mashed potatoes with hot dog cut into it, smothered with Cheddar and American cheese).
