I think the idea is that landlords did accept a risk that if tenants did not pay they would have the legal remedy to evict them. It was the government that took away their legal remedy without any due process. Comparing it to any other business, imagine the government coming in and saying you will continue having to operate your business but your customers no longer have to pay. |
