Ask HN: Confused as to why YouTube does not have a language filter?

Video consumption platform where language should ideally be an important still does not have a dedicated filter...any explanation we can think of?

In fact when uploading a video you can fill in a shitload of metadata users can't filter by.

Youtube's keyword search doesn't even work properly (not counting the periods where they suspend search entirely to hide current events).
