Apple's approach opens the door to get full end-to-end encryption for other assets that are currently stored on iCloud, that currently are not.

It is not a guarantee, but it leaves that door open, which currently would face very strong headwinds to get rolled out.

That's mentioned in TFA, Apple relented to the FBI's request that iCloud backups would not encrypted. I can't see that changing since scanning for CP won't help the FBI in the vast majority of their investigations (terrorism, drug trafficking, fraud).
