It's really easy to imagine: think of a neighborhood of politically engaged homeowners, whose sidewalks are covered in sleeping homeless people around the clock. The residents of that neighborhood don't have the power to end capitalism or the money to secure homes for all who need them (bare minimum $500k each). But they do have the power to get an ordinance passed. |
