Exactly this: if your house / environment is well adjusted to the circumstances it makes a much bigger impact on the overall experience then the average temperature. Switzerland as in my example, is about as close to perfect as I have experienced. Yes we get snow in the winter, yes it get hotish (up to 38C.) in the summer, but the houses and streets and road services are all well capable of handling these fluctuations.
