You don't live in a major city I guess? Most providers in Germany do offer 200-1000mbit downstream.

IPv6 is also common. In case of DS-Lite you don't even get your own IPv4 anymore.

Major city + wonky phone line means you can't even get 50 Mbps via DSL, and the landlord having a deal with some specific cable provider can cut off that avenue.
Not that guy but similar problem, Berlin.
