Attacks against the freedom of others and critics of government are a much larger threat to ordinary people than if they were surveilled themselves.

One isn’t necessarily a larger threat than the other; both are horrible
They are governments that will happily track and monitor everyone- maybe they won’t use Pegasus but they could use the same vulnerabilities.
