It says "... remote authenticated user can execute code as SYSTEM on the domain controller."

I'm running a Windows 10 Pro. Does that mean I'm running a "domain controller"?

No, Windows 10 is not a domain controller and it cannot be. A Windows Server can be configured as a domain controller. Windows 10 cannot.
Not an expert but I believe you'd need to enable a domain controller service like active directory, before you can be a domain controller.
It depends on your definition of domain I guess. :-)
