The original paper describes that the reduction in working hours has forced the workforce to develop a more efficient way of working. Thus, they have accomplished what should have been accomplished with having better management from the get go. Given this is the government we're talking about - it isn't really that surprising, is it? They could have reduced the workforce by 20% and accomplished a similar result, while reducing costs. |
