Does safety factor in to it? As long as the profit is enough to outweigh any death or liability payouts then the company doing it is golden.

Your statement is a contradiction.
Safety must be a factor, since "death and liability" is part of the calculation, as you state.

Yes that's how economics works. The worker comp claims for when a fast food worker gets burned is also "the costs of doing business", but people don't seem to have the same visceral reaction to it.
