Kraft owns Heinz and also Oscar Mayer, which sells hot dogs in packs of 8.

But also in 10 and 6, as do other brands.

This seems to be a Heinz Canada marketing stunt and I don't think they sell hot dogs here. Hot dogs typically come in packs of 10 here, although you can get bigger family packs.
Heinz is dead to a lot of Canadians, especially if you live near Leamington.

Of course they is. If the wieners comes in pack of 8, you need to buy 2 packs of 7 from Hebrew National.
