There are cases where governments implemented protectionism and support for industry, but it failed. You have the case of computer industry in Brazil.

It's not as simple as saying that government support is the key since there are many cases where it didn't work.

But there are no cases of a successful tech industry without government support. So we can safely say government support is key. Perhaps government support is necessary but not sufficient.
That's interesting, do you have a source that describes Brazil's tech intervention?
Bulgaria would be another example.
