So before we get comments about MtF having an advantage of male muscle or something, let's not forget that intersex and other hormonal conditions are permitted to compete in the Olympics as female too.
Personal opinion is that this should be case-by-case for now, with a third party determining whether it provides a specific advantage. Kind of like Oscar Pistorius.
