Would it matter very much if it is multiple parallel civilizations or one large civilization?

Also, fall of civilization on one planet would be a tragedy, but purely a local one. Billions would die, but their radio signals would tell their neighbors that a new local colonization target had opened up and within a few centuries or millennia a new civilization can be started there.
