On Android, there's nothing stopping Facebook from doing that right now. Why haven't they?

Because Google isn’t preventing them from doing tracking and other nefarious things. In fact, Google themselves are doing it.

I'm guessing it's because Google Play is more lenient than the App Store when it comes to privacy.
