Just like with any law, we need to ask ourselves how this can be abused in a way that falls outside the scope of the law's original intention.

Will this place a burden on small businesses? For instance, will a small hobby shop that creates and sells a raspberry pi remote door opener be burdened with excessive documentation requirements?

a rasberry pi remote door opener does not require excessive documentation. If this smal business has purposely overenginnered to render it non servicable by third parties than it's more than fair that they put at least as much effort on documentation as they put on overengineering.
Well, the raspberry pi is already open source, so quoting or linking their documentation is already done. And if the small business was simply creating a “hat” of peripheral hardware that plugs into the pi, including a data sheet or BOM list is just a few mouse clicks in the cad software they’re using to design their PCB.

This comment feels more like FUD than a realistic concern.
