I think it's that developers fail to grasp that they are in the enterprise world. Web development and SaaS has blurred the lines, but at its core it's the same: the product you work on is a tool for another business. It's a bit more sexy because it's not mainframes, cubicles and suites anymore, but in the end the job is the same. And in that setting, the role of a developer is indeed minor in the bigger picture. There are exceptions in R&D, cutting edge projects, or in an early stage startup, but for the vast majority of developers the above is true.
