Would it be possible to have a non-profit organization that exists only for patenting obvious things and "open sources" all of these patents?

instead of fixing patent law?

Why not "just" change the way patents are granted, so that it can only be granted to actually non-obvious patents that don't have any prior art etc?

Obviously the patent law should be changed. However I do not see that happening in my lifetime or possibly ever.
