This is really low. How could that even help, the issue was in apples own software.

The next sentence in the article says he made that statement in the context of the Apple vs. Epic court battle.

Regardless, that's a scary statement—Apple gets to decide which programs I can install? That's my least favorite thing about mobile phones.

Maybe he was referring to the "exploiting" apps that are likely using some private APIs which are banned for apps published on Apple's app stores.
