There's little recourse to fake DMCA complaints. The reason the DMCA exists was to placate content owners who wanted a way to get infringements taken offline quickly. There does need to be something done about fake complaints - this is especially affecting creators, journalists (I'm including small time bloggers and vloggers in this group) and others who can't afford an army of lawyers to protect a small revenue stream. The problem is that it will be hard to get anything done because bigger media companies will loby to get even more power than they have today.

Agree, DMCA works just fine when large sums of money are not at stake.
there is a societal cost to fake takedowns to silence speech, even when large sums of money aren't at stake.
