Ex. the DOE OIG is going to have nuclear scientists, the HHS OIG or TIGTA is going to have tons of forensic accountants, etc. In the case of Inspector Generals specifically, they also have the mission of investigating internal misconduct within the agency, and they have a relationship where they are independently authorized to act but under ideal circumstances work closely with agency heads to root out corruption and improve efficiency. A lot of what they do is accounting and effectiveness audits that do not fall under law enforcement.
