It's not included in current stable releases. Have to be on insider build, which collects all manner of system and user data.

Yeah, this sucks massive monkey balls. That being said, I really want easy GUI emacs on WSL, specifically because I'm stuck on Windows for work.

So, I've signed up for this at home to figure out how it all works. I'm not happy, but this is the world we live in I guess :/.
