Ha! Perhaps you have not published a theory paper. I'm on the systems side but theory is real too, even if there is no perf test. Systems papers can benefit from code and data though ;-)
Put it this way, I have read a lot of papers that are basically pure theory (~5-10 pages of mathematics) but with some graphs of how effective the theory of at the end. Again, no code, no error bars, no data etc.
