Probably a dumb question, but why can’t we just blast nuclear waste out into space with a rocket? Seems like a rather small payload in the grand scheme of things.

Because that scenario is very common.

Comes up every time - because nuclear waste is heavy, delta-v is expensive, and mostly because nuclear waste was never actually a problem.
