As someone who has been managing people a long time I can confirm they are useless. Company goals always supercede anything an individual wants. A lot of time, personal goals are things like upskilling or refactoring that are laudable but cost money that no one can guarantee will be available. As a manager I want my team to accomplish their goals but setting as a basis for advancement is the wrong approach. Your true goal is always "get all your work done and don't piss everyone off".
