You either intentionally lying or you simply don't know what are you talking about. Not only the law in question only has administrative fines, no jail time, but also it has not been even accepted yet. That doesn't really matter, the point is that an authoritarian regime has an easy solution. In Russia they may or may not limit it to fines (I'm not sure if it can be converted into criminal charges if you accumulate too many fines?). In China they may go for jail time right away and given China's past performance I don't see that as a too wild assumption.
