Seems like you're trying to solve a people problem with a technology solution. The simple solution is to set an agreement with the team to have a 'single source of truth' for comments. Continue to use your task manager of choice, but solve the 'human behavior challenge' with a human solution, (e.g., "Ok team, let's all agree to put any and all comments in <place x>")

Possibly true. We've tried instigating such a convention, but it requires explaining to every new person and every now and again someone in a hurry drops a comment in a place we don't want it.
