Anyone using the words "plain text" for a file had better mean either ASCII or UTF-8.

And for almost all purposes these days it should be the latter.

Shift-JIS? GB18030? KOI8-R?

"Plain text" does not really exist.

lol... yes. UTF-512 should be enough for everybody!
