Is it TrustArc? I remember having a similar experience with their pop-up, for example on Oracle's website when I'm looking for Java docs: https://docs.oracle.com/en/java/ That example doesn't have the long loading times for me any more, but I'm almost certain it was the TrustArc pop-up. |
