Signal is a non-profit organisation. The way they are structured means they literally have no incentive to try and profit off their user base, no matter the size. I'm not saying it's not impossible that could change at some point in the future but right now they're clearly providing a net good for the world for private communication and there is no clear reason why that should change in the future as long they can continue to support themselves through donations.
