Not trying to be snarky, genuinely asking. In the context of tech, what's a product based company? What isn't?

A product based company creates their own products, e.g: Spotify, Sumo Logic, Twitter.

What isn't a product company? Agencies, software houses, e.g: EPAM.

Wouldn't there be clear differences between a service company and a product company then?
SaaS seems to complicate that distinction...
