That doesn't necessarily require that the base system be the same system; for an extreme case, there's no reason they couldn't just stick the PS4 OS in a VM. (I mean, I tend to agree and I think it's most likely that the new OS is just an enhanced version of the old one. I just want to point out that mere compatibility is only weak evidence.)
