Passport, maybe? You have to present a photo that's extremely similar for facial detection algorithms to train identifying you in the future.
Turkey takes photos of everyone who enters or leaves the country. May be it is practiced in USA too.
Yes, the USA does this too. So does the EU, although the USA goes further as even transit passengers are fingerprinted.

You have to submit photos for US many visa applications. Perhaps he had a US Visa (eg L1) at some point.
