This also seems like an odd mindset. Can’t you have a good economy without overpopulating an area? A saying I grew up with - The frog does not drink up the pond in which it lives.

The Bay Area is far from overpopulated. It's infamous for building as little housing as possible, but allowing office buildings to go up left and right. There's plenty of room to take a little space from new offices and instead build housing.
