Some services just need to run and get security updates and no one cares about "new features" for them. They just need to keep running. At some point every company is going to end up with services which are like that (ie. in maintenance mode).

No user is going to care some feature was added to NFSv4. They will care if their shared drives are unavailable because some feature was added to the NFSv4 daemon which causes stability issues.
