I speculated that they may seek to use eugenics, nootropics or other methods to enhance the performance of their (vast) pool of scientists and engineers. This would offer a strategic advantage in accelerating such development, but would assure nothing.

The phrasing of your response re-interpretating/rephrasing my statement is misleading/inaccurate.
