It should be noted that Civil Code of the People’s Republic of China finally passed this year after a 50 year effort. https://npcobserver.com/legislation/civil-code/ Comprehensive rule-of-law for the plurality for the majority of cases is largely on the horizon. Rule-by-law will of course co-exist for signifiant state matters, but that's a typical balanced arrangement for any competent state. |
