I can understand, but this view would also defeat any effort to improve data privacy..? Following the thoughts of contextual integrity I think such an app can help achieve the level of transparency/control needed, instead of claiming complete ownership of private data/secrecy?

First an app for just broadcasting transparency is fine, but there is no control here. Well any app within the walled garden of the OS is powerless to remove the embedded trackers of the advertising companies owning them, so moreso an app isn't the solution here but a complete switchoff onto a more secure OS would fit, and once there you can have a privacy app (though in insecure hands a "privacy app" will just be another heavy invasive tracker).
