It's possible sortition could be used but unlikely to be successful. Yes, there always is corruption in every institution - part of human nature. It's not going away, no matter what ruling class is in power.

My point is - how can someone express true happiness when they are controlled by others? With all these services, there would be no justification for betterment. It all sounds like an advertisement for centralized authoritatism - "We'll take care of your wants and dreams; you just give us your all".
